Someone took away the functionality in Group or Security Policy. There's a choice in the .msc utility to allow or disallow end users from seeing the on/off button. It's supposed to be used for computers that are used by the public at kiosks or the library, for instance.

There is no shut down from your start menu either? I mean when you go to the start key and open the menu? Your keyboard doesn't have a sleep key on the top from which you can turn it off. Has your computer always done this or this is something recent?

Quick and dirty:
Google: XP Powertoys
Download TweakUI or whatever it's called now.
I believe there's an option in there to remove the logoff and shutdown buttons.
Also, you could always map your power button to whatever option via the power control panel option.

Check the settings for the Power options.
Start >> Settings >> Control Panel >> Power Options
From there, see if any setting is permitted to keep your machine active.
If that's not it, update your virus scanner (if you have one that you CAN update) and do a full scan of your machine. If you have a spyware or adware checker, run that, too.

My guess is that you got a deffective computer and that it is trash or return time for it. If it is a Dell than take it back immediatly. I have had issues such as crashing and all of a sudden things not working with dell. Try a sony. they last for like ten years.

You might have lost explorer.
Do CTL-ALT-DEL to get the task manager, then do a File...Run.. and enter "explorer", then your taskbar should come back.
But try Jymin's advice first; he's probably right.

i suggest you force-shut the computer. restart it after 15 seconds or so. Hopefully, everything returns to normal. Or else, check your control panel- "taskbar and start menu"- to make sure everything's normal.
