Pinnacle Studio 11 has done everything I've asked for along these lines. It's fast, easy to get started with, and has a lot of depth for the power user.

An acquaintance of mine uses his Pinnacle to edit raw footage from his underwater professional mini-cam. His finished footage sometimes ends up on National Geographic Channel.

I'm a beginner really, but I was quite impressed with Pinnacle's ease of use. I was able to make changes to a short video in my first sitting. It's fast and it behaves in an intuitive way.

You might have to try hard to spend that much money, really! Because two of the best video editing programs, which can open just about all file formats and create DVDs, are Ulead Video Studio and Cyberlink Power Director Gold.
And if you're after 'ripping' the stuff already on a DVD onto your computer to edit it, there's plenty of freebie programs out there that'll do that, or if you want to spend money, go for DVD Cloner.
See the reviews and feature lists in the web pages below - it's hard to choose but I have used all the above programs and can say they are fairly easy and functional to use.
