The BEST and safest thing to do is call your vet and see what they advise. At the shelter I work at, we have used Advantage on puppies and kittens that age, but you need to consult your vet.
The mother needs to be treated also. Fleas are very serious in animlas that age. Fleas can KILL them from anemia.

I have heard that dawn dishsoap works. I have never tried it. Check with your vet. I dont think you can use chemicals on puppies that small...so flea medications would not work. I have also heard that pure lavender oil sprinkled around the puppies bed will keep the fleas away.
How did they get fleas anyway? They are so young. Are they in the house? If so, you need to treat your home as well or you will just be spinning your wheels.

Call your vet. The pups are probably too small for any flea treatments that you could buy OTC. Fleas lead to worms and miserable puppies, so a vet needs to address this sooner, rather than later.

Was this an adopted pregnant dog that came with fleas? Otherwise, why would you not be prepared for this?

Puppies under twelve weeks should only be combed with a proper flea comb, designed to remove critters and eggs, from the skin out, every inch of the puppy's body. Keep two bowls of water beside you, one with mild dish detergent (soap), one with plain water. Once you comb a flea out, dip the comb in the soapy water to get the flea off, and rinse in the clean water bowl.

This procedure should be repeated daily. You can also use the combing method on older dogs if you wish, but for dogs over twelve weeks, the available treatments are more varied.

DO NOT wash them with flea shampoo, you WILL kill them!! Call your vet and see if they carry Frontline Spray. Its a pump per pound and if you spray it on a cloth and them wipe them with it, it does great! It will also help if you keep them inside (where they should be anyway) and get rid of the fleas on the mom. Ask you vet which flea prevention they recommend for nursing mothers.

You should call a vet and see what the recomend as they are so young. I would think just a flee bath and treat the mom with flee medication. However if you call the vet they can tell you how to "treat" the pup's, they may even have a medication safe for pups that young.
