Everytime i try to make doughnuts the outside goes brown and crispy but if i cook them any shorter the inside doesnt cook.

If the oil is too hot, the outside of the donut will get super dark, and the inside won't cook. If you want the inside of the donut to cook, you need to turn down the temperature, and deep fry for a longer amount of time. That way you'll get a donut that is golden on the outside (rather than super dark brown) and it will be cooked all through out. Another tip; if you want it to cook in a short amount of time, try making smaller donuts.

Your oil is to hot. Are you using a thermometer and is it working right. Test your thermometer by boiling point. Also check your batter. The recipe your using might not be the greatest, try a few others. Check some other recipes for oil temperatures.

Maybe the donuts are too big or maybe the oil isn't hot enough...do you use a thermometer?
