1000 bucks for rent... you going to need to move to brooklyn , queens, and the bronx or get a roomate or two. Otherwise manhattan is outta the question. ( unless you know someone.) Hotel for less than 100 ? your gonna have to stay in a hostel ... NYC and San Fran run neck and neck for most expensive places to live... On the good side, the best way to get in and out of new york is the train so you dont have to worry about that part !!!

I personally prefer the Upper West for two main reasons. The part of the Upper East Side that is close to Central Park is extremely expensive, and the affordable part of the Upper East Side are the areas far from the park. But on the Upper West, there are affordable apartments close to Central Park, so you have much better access to the park. The other reason is that it's quieter and not as busy. You can leave your apartment without being overwhelmed by mobs of people, and you won't be kept up at night by noise if you have a front-facing apartment.

On the upper east side, your price range might not be realistic. And you are better off not having a car in NYC. It's a huge expense, parking is impossible or expensive.
If you want to drive up there to bring your stuff, rent a car. Or perhaps you can have a moving company take it for you, since you seem concerned about driving your things up there.
I think you need to have a definite place to stay before you do anything else.

The upper East Side is one of the wealthiest neighborhoods in the world. Some there have billions. As far as storage, try New Jersey. As far as rents and cheap hotels try Queens, Brooklyn or New Jersey.

Keep in mind that the Upper East Side is an old ladies neighborhood, although on the blocks near 5th and Madison Aves, it very rich old ladies. This is old ladies of any sex or age btw.
I'm afraid $1000 a month is rock bottom for a studio apartment, it will be hard to find a one bedroom in Brooklyn for that price.

you're coming to NYC broke! bad idea!
best bet is to hire a moving company. if it's not a lot of stuff, i'd sell the big items, put the rest in boxes and ship it if it's feasible. as far as rents, you're either talkin about renting a room, that is having room mates or you're living in bronx, brooklyn, or queens.
