If we are talking normal flight ops then NO it can not here is the HOWEVER back in the late 1950s the USAF had a virtical take of jet the hovered on its exhaust on its tail the whole thing proved to be impractical and was never put into production. IF the same sort of trapeese apperatus was used now as then yes it would be possible for the F16 to take off vertically.
So the Brits had the first practical VTOL jet but the Yanks actually had the first working one

I worked 10 years on the TAV8B and AV8B, the new replacement is going to be the JSF 35 VSTOL model powered with a single jet engine with a gear box running to the front to drive a very large fan to maintain forward CG thrust. And no the F-16 cannot "take off" vertically.

An F-16's thrust to weight ratio can be 1.095 if the aircraft is using the F110 jet engine.
An object with the Thrust/weight ratio of 1 can in theory hover in air. Any Greater and you accelerate up vertically. In theory so, the F-16 propably would do this. In real life,drag increases with speed. There are a bunch of other factors to consider. But in the end, No way. It cant.
Then there is also another problem. Stability. At slow speed the stabalizers are un effective. So you might loose directional control early on.

The F-16 can not take off vertically.
It can climb out and pull up into the vertical very quickly but not from a standing position.

Vertical take off? No. Vertical climb? Technically, barely and NOT like you'd think. You'd already have to be carrying airspeed from a more horizontal flight angle.

No it cannot. For those who think that just because an aircraft has a thrust to weight ratio greater than 1:1 it can 'hover' or accelerate vertically...your mis-informed.

No it can't, It never has been able to. Only the Marines AV-8B can. Just as a note, the F-15 can fly straight up like a rocket and accelerate. But it can't take off that way. That is because the engines thrust output exceeds the aircrafts weight.

as far as it has only ONE exhaust nozzle it is NOT able to takeoff verically, since it is unable to provide ballanced forces. all VTOL aircraft have Two or more exhaust nozzles placed on different sides /front and aft from the center of gravity. this provides control while in hover.
Harrier has four nozzles, Yak 141 has 3 nozzles, /two from the lift engines and one vectored from the main engine.
F16 had vectored nozzle, but only one, used for extended aerobatics, not for verticall takeoff.

Not from a standstill, but with a ground run of about 1000 feet it can go straight up.
