You are correct. The Bible does say that one should pray in private.
The Phairasees of the time prayed publicly and for the wrong reasons, thus "...thou shalt not be as the hypocrites [are]: for they love to pray standing in the synagogues and in the corners of the streets, that they may be seen of men.". Therefore, private prayer was encouraged, because private prayer would have the tendency to be more genuine, and more personal than public prayer.
However, if your prayer is genuine, and not for public recognition, then it does not matter where or when you pray.

As long as people aren't talking excessively loud when they pray and making people stare at them, I believe it's totally acceptable to pray in public restaurants. I think if someone has a problem with praying in public, it shows that they may be ashamed of their faith! People can yell obsenities out wherever they are and no one even blinks but if you pray theres something wrong with you. What gives?

If you pray to impress others, then you are one of the hypocrites. If you pray to honor God and ask Him to bless you, then it's OK. That's the meaning IMO.

When you are out and need to pray just don't be noticeable to those around you. So your prayer will be silent and just between the you and God.

I pray before I eat, and I don't eat in the closet.
I think it means to not pray for others to think you are a holy person and to pray for the purpose of God.
