I'm trying to use nero but it doesn't even all me to drag and drop them in so i assume that i cant copy that certain file format to a dvd. I also have MPEG4 files, vob files, and mpeg, and something VTS, DVD movie

Sounds more like there is encryption on the source media not allowing you to copy.
Nero should work for you, it isn't my personal choice but it should be good.
I suggest you have a look at this link and see if it helps you understand DVD a little better.
