The star-star symbol is not avaliable in English fonts. You'll have to get Chinese(Taiwan) font "MS 明朝" for it.

Also, English computers won't read it by alt-inputs. You can only copy and paste here...

The star code is alt+157, but lots cannot read it.

Open Word Document - Select Insert - Symbol - Select Font Windings - there are several types of Star you can use them - choose the symbol you want to use and click Insert.

try shift + 8

or

alt + 0215

or

alt + 0164
