At least twice everyday, once in the morning at the end of your breakfast, and once after you workout. If you are not working out that day, take protein at the same time as if you did workout. If you still need more protein, a third one before you go to sleep.

you should take your protein with other food (preferrably a full meal) no less than an hour after you exercise. After you exercise your body tries to replace everything it lost and as long as the protein and good food is put in then, that's what it will absorb. These guys that drink a protein shake for breakfeast are killing themselves. Take it with a meal to start your metabolism and absorb as much as you can.

its best to take it right after your workout...no later than 30minutes after because this is when muscles are most sensitive to uptaking protein and glycogen so this is when you will get the best benefits. you can take as much whey as you want whenever. for me, it helps me reach my protein quota since eating a ton of meat isn't all that interesting for me so i eat it twice a day....sometimes more.
