Why can't a foreigner living abroad be a member of the Church of Scotland although this person travels to Scotland to celebrate Easter and Christmas there?

Ask a member, or a leader in that church. Over here you could join most any you chose to.

I don't know, but you can live anywhere in the world and belong to the Church of Jesus Christ of Latter Day Saints and a whole lot of other churches in the world.

It's simply a matter of each church's "rules" and regulations.
