NO! There is a big difference between a moist nose and a runny one!
If your dogs nose is running then it needs to be seen by a vet.

Nothing is wrong with a dry nose on a dog. You have probably heard that old myth about a wet nose being a sign of good health? It is only a myth. The dryness or wetness of a dog's nose has nothing to do with the state of its health. However, a hot nose could be one indicator of a fever but then it is best to take the dog's temperature with a thermometer.

A dogs nose should be wet or moist, but not "runny". If the discharge is clear, and he's still eating, drinking, using the bathroom and acting normal otherwise, then give him a few days and see what happens. Vet's don't like to put pets on antibiotics unless there are signs of infection (colored discharge, abnormal behavior etc.)
If it's not better in a few days, or he develops colored nasal/eye discharge, has any change in behavior etc, get him to the Vet just in case.

I no longer own dogs, but I know that either a dry nose or runny nose means a dog is sick. Take your dog to the vet. A pets nose is supposed to be cold and clamy like (wet), but not runny or drippy.

It should be moist, you may notice that moreso after the come in from outside. Some breeds are a little more snotty than others. Dogs can get upper respiratory infections though, so if there is more nasal discharge than usual, it could be that.

No, it is supposed to just be moist.
Take it to the Vet if its nose is running.

i talked to my vet about my dogs nose running he said it maybe alergies hes not going to worry about it unless it is green. So i wouldnt worry about it unless its green. Dogs are closer to the ground and sniff everything

If the discharge is ANY color (the discharge should be clear), take the dog to the vet. Yellow discharge is a sign of infection.

I wouldn't worry too much. Sometimes dogs get colds. But if it is excessively running, take it to the vet.

Mainly NO, your dog might have a cold if you are in icy conditions it can have a little cold. But its probably not to serious.
