I'd say he's either a bald-faced liar, or he has no clue what the words "I love you" really mean. Is there a chance you pressured him into saying it? I sure hope you don't have a physical relationship with this man, because you're going to get burned. Do yourself a favor and get out.

It sounds like he is saying that although he loves you he is not having any intention for a long term relationship or marriage.
