meaning, would i have to buy the batteries plus buy a charger for them cuz i was looking through duracell's website, and that seemed to be the case

You need to have a proper charger to charge the rechareable batteries correctly.~~

Wal-Mart is where I bought a charger for AA batteries which had a couple of batteries in the same package. Of course, I needed 2 more to use with my device so I went ahead a purchased the same types of batteries that is compatible with the charger.

Buy the charger from the same supplier who sold you the battery. Charging currents may be different for different makes of batteries even if the voltage is the same.

Many cheaper offbrand rechargeable batteries can be purchased with the charger included. Check stores such as Walmart for this.
