No food alone is going to give your dog muscle mass. Muscle comes from taking in the protein and TURNING it into muscle!!!!
Dogs can and do walk in the cold. I have an American Bulldog, and she walks three times daily, cold or not.
And you need to make the time to exercise the dog....not just for it's health, but for the dog's psycological well-being!!!!

Well - just like a person, adding protein to your diet without increasing your workout routine isn't going to do anything other than potentially make her gassy or give her the runs.
But if you do continue to keep her active, I would say switching to an all natural (or even raw) diet would be your best bet for getting her the maximum amount of nutrition/protein.
A granulated dry dog food is not going to be your answer.
ESPECIALLY not something where the key ingredient is corn or wheat gluten.

My new pit is half red nose half blue nose and the parents were both thick ripped looking pits but the puppy seems lanky. I know it takes at least 7 months before they start thickening up, but the breeder told us pit puppies do better eating quality adult food in addition to meats. Their diet should be 40% protein, 40% carbs and 20% fat. Uphill running is great for their muscle building as well.

Muscles are only built through exercise - they do use the nutrients you feed them (protein) to build the mass, but they can't do it without the exercise. You could look at a treadmill for exercising her - I've seen it done and it can work. Your girl could go a bit nutty if she doesn't get the exercise she needs.
