Experience and performance. Age shouldn't have anything to do with it but most very young don't have the people skills. The person who can do the job they are doing may not always be the best to be promoted to management. Promotion shouldn't be a reward it should be to fill a opening with the best person.

I'd say both performance and experience. The basic question you want to address is whether or not the person you are thinking about promoting can do the job well. Performance is the best indicator of a persons skill sets. Experience will show you the kinds of soft skills this person may have.

A combination of Experience and Performance would probably be the most important because this shows the employer what you've done, how you've done it, and what you can do for them.
