It seems a lot of you are confused about the time line. There were no people, no ghosts (holy or otherwise) and Jesus hadn't yet been born (neither was Mary for that matter).
If he was talking to other gods, then there is more than one god.

God is creating light. Would you imagine if a creator will not tell what he created?Everybody will be in a guessing situation. God did not command anybody to obey. He didnt create human to be a robot.Did you notice that you have a brain and a will to do things the way you want it to be?God just give us commandments to avoid sins and be in the right direction. There so much democracy on earth. Just open your eyes and use that dumb brain of yours.

I believe it was actually through Jesus.

God is a God of order. He uses his servants in such a way.
He is also showing his power not just for humans, but millions of angels and other creatures in heaven also. So there are other intelligent beings, that are observing how God is dealing with his creation.

God was talking to light, which was in his imagination, That's the power of faith combined with the spoken word . (faith filled words) Faith CALLS those things that BE not as though they BE..What He really said was "LIGHT BE !!!"...........So everything that God created came from Him, it came from His heart, His mind, His imagination...God's faith is so strong that when He spoke to light, and everything else in His creation and commanded these things which were in his mind, his imagination, all things as He envisioned , His faith forced the things he spoke to, to obey His Words and Be manifested.....Faith is a force !

He wasn't talking to anyone and wasn't commanding anyone to do anything.

Ok...this is a bad example...but let's say God is a magician....or an ILLUSIONIST....when magicians do spells, they have to say phrases.

So lets just say, for the sake of the example "let there be light" was God's "special phrase" for his "magic trick" that brought light.
