Brahmaa and shiva both are neutral and they give boons to any one who does their worship

Because sur and asura both are Brahmaa's children

And Shiva is Bhole Nathh... he is not worried of any asura because he knows finally he will destroy all

(and why Vishnu does not give such boons and is busy in killing those demons who have got boon from Brahmma and shiva.... will make another interesting question... may be i will ask this in my next volley of questions..)

Sri.Brahma:- has been neutral-He has given boons to Sura and Asura.But one has to do Penance for quite a lot of time (till the Tapas +Agni(energy)=Tapogni) reaches Brahma Lokam and He perceives it.

sri.Vishnu :-Though sri.k.Chandrasekaran quotes from a Vaishnava litreature "saSURAASURA gandharvam saYAKSHORAGHA RAAKSHASAM
jagadvashe vartatedam Krishnasya sacharaacharam"

no where in the Puraanaas(18)sri.Vishnu has been shown to be kind to millions of Asuras(save sri.Prahlaadha and sri.Vibhishana-both are His devotees).May be due to inherent "Sibling Jealousy"(Gjnaayaathi Vairam)--Suras are the descendants of sri.Kaasyapa Muni's children through sri.Adhithi(Mother). sri.Vishnu is the 8 th son of both of them. Asuras(Raakshasas) are the descendants of the same sri.Kaasyapa Muni through sri.Dhithi(Raakshasi)--so Suras and Asuras are Step brothers. Though Emperor sri.Maha Bali,grandson of sri.Prahlaadha and a great devotee of sri.Vishnu,because Bali was an Asura(inspite of "Sarva Saastra Pravakthaaram BhaargavaM"-sri Sukra Acharya's preventive efforts) sri.Vishnu pushed sri.Bali under the Earth.

sri.Siva:- absolutely neutral to Suras and Asuras. "Siddha Sura Asura Vandhitha Lingam"--Un-like sri.Brahma ,for one helpless call sri.Siva will immediately-(the next second) appear (Prakatitham)before the devotee(so He is known as "Aasu Thoshaa").Tiruvisanallur Sridhara Ayyaavaal (a very staunch devotee of sri.Siva) even makes fun of sri Siva's "Bolaa Baala"/Seedhaa Saadha=un-cunning/un-crooked nature).He says -"when the Highway Robber shouts, to his assistants,pointing the running business people with a lot of wealth"--"Hara Hara Praharaa'= catch them,catch them and beat them to death"(that is the beauty of Sanskrit languages-Synonyms with several meanings)O! Lord Siva ! You thought your devotee in distress is calling You(Hara-Hara!) and You rushed to help him.-sri.Parvathi stopped You.When I daily cry "Hey Siva ,Hey Siva- Why don't you to rush to help me.?But Lord Siva has appeared before sri.Ayyavaal many,many times and has helped him,umpteen times.sri.Ayyaavaal thought sri.Siva is only his friend.It is a long story.

Shiva! Because Shiva represents change, which is a juncture (Sandhi) between destruction (Asura) and creation (Sura). No change means neither Sura nor Ashura will be there.

As I understood from legendary stuidies, it can be SHIVA. But in my own opinion and knowledge, no God have any discirminations against any thing & for God's all are equal, and if not, they are not Gods. These are my own opinions and also answers to both of the above questions.

Let God lead us to the right path withoput any discrimination.

It is Lord Shiva....Rakshasa Raja....Ravanabrahma was a great disciple of Lord Shiva.

God does not discriminate.
All others are only aspects of this God.
Sura and asura, are from us. Even Rakshakas are among us.
The are due to our own tendencies.

it's lord shiva. he's also called bhootnath. (raavan was a great devotee of lord shiva).
