You could attempt upper body exercises, not weight lifting, but muscle toning. Sometimes the breasts are caused by lack of muscle tone. Multiple repetitions with lower weight weights can help. depends how old you are. If it isn't that bad start benching or do push ups (works same area). Do alot of reps for 4 sets that will tone your pecs (chest area). It may be hard to do alot of reps at first cause im guessing your out of shape. The first set should be easy, 2nd harder and 3rd and forth should be a burn. Get a spotter for benching that will make you finish. start jogging to burn fat that is giving you the "boob" look and feel. It will give room for the muscle to replace.

Your skin is stretched so you need to fill it up (w/ muscle) and take out the unwanted (soft fat cells)

The best way to build muscle in the chest is by doing pushups. Try doing sets of 4x5 in the beginning, and gradually you should be able to do up to 70 pushups at a time like me. If you dont want any fat at all, swim breast stroke.

This is a common medical condition and should be treated as such. See your doctor first to see how bad it is, maybe simply hormones will treat it but, don't count on it. He will send you through the proper channels to get help and, lots of luck.
