Very few tax preparers outsource tax preparation. This is a very touchy issue in the US. Some of the largest accounting firms outsource tax returns to their subsidiaries in other countries where they have complete control over training.

Outsourcing is (was?) generally done by large CPA firms, whose revenues primarily came from audits and for whom tax returns were a secondary activity. It caused a huge black eye on those firms, as they were shipping a criminal's goldmine of confidential data to India to be worked on by very low-paid people with dubious training.

Needless to say, the firms never told their clients they were doing it. The clients were charged the same fees as would be charged by the high-level CPAs in those firms.

I believe the AICPA now requires that clients be informed before their return is outsourced, but I'm not sure of that. Everyone having their returns professionally prepared should check to make sure their return will not be outsourced.
