Well first let me tell you what I used to do.
I would reach down say, I shorwwy sweetie(you know,baby talk)
Give her foot a good massage then give her a treat.
Then I started to notice a pattern emerging,when I would get up from a sitting position her foot always seemed to be there waiting to be stepped on ever so lightly.
It dawned on me she had figured out...lets see..a little pain equals a foot massage,a treat and best of all I can get my human to talk like an idiot.
Staffies are very smart that way,you know.

Firstly make sure the dog's foot is ok. If all is fine, calm the dog down and let him or her know you did not mean harm. A little bit of assurance for the dog. Accidents do happen.

I usually say something like, "sorry about that" then play with them for a few seconds. My 14-year old GSD mix tends to snarl and bite my ankle when I do that (very gently) so for him, I'll usually say, "hey, its your job to watch where I step" in a somewhat unhappy voice and no play (he would see that as rewarding the bite). Any way, he's 14 so I let him get away with a lot now (he's earned that much).

I did that when mine was a pup. He was behind me in the kitchen, and I didn't know, and stepped back onto him. Thought I broke his leg, the way he screamed!!!
I panicked and called the vet, but the vet said "wait ... give him a few minutes to see if he forgets about it" ... and sure enough, he did. (My dog had a vet appointment a few days later anyway, so I made sure to have them check it. He was fine).
Dogs just like to be where we are. I taught mine to stay back when I can't pay full attention so I don't step on them, but sometimes they still get in my way. If I do accidentally step on one of them, it usually causes him/her to run away crying ... and STAY away! And, NO, I do not apologize.

I apologize and reach down to pet him. I hope he knows that I didn't mean to do it. I think he does know that it wasn't on purpose he always wags his tail and licks my hand when I reach down to pet him after I stepped on his foot.

the last thing you want to do is make a big deal out of it, your dog will only perceive you as unstable.
My dogs get a "well, get out of my way, stupid dog", and i just keep walking. They will learn to stay out from under my feet while i am walking. It's very simple.

make sure you didnt break it
Dogs will prob whine and limp for only a few min then they forget about it
But if they are like that more that 24 hrs take to the vet for x rays to make sure its not broken

I always say I'm sorry, and reach down and pet them. I don't know why, but I hope they get that I didn't mean to hurt them.
