Generically, show concern. It might not immediately cheer the person up...but it will definitely help.
However, I feel that what you would do also depends on how close you are to the person. Everyone does react to different methods of cheering up. Some people just prefer to be left alone, so need to laugh, some need to cry. Some just need to rant and need a listening ear. Others just need advice or comforting words. A quick note to say that you're there when he/she needs you is reassuring too.
Most importantly, be sincere with your care and concern. We all can feel sincerity and knowing that someone really cares and really wants for us to cheer up makes a whole of difference.

ok i would just straight up be there for them. most likely they will not want to go out, so convince them to go out with you to dinner or to just hang out like to watch a movie together.if they are religious, prey with them. let them know that you are there for them for anything. that is priceless. a hug to start things off, talk over dinner,laugh of old memories, and finish the night off telling them, "_____ i am here for you if you ever need anything and i hope you have a great night tonight" thats what i would do. taking them out or w/e will get stuff off there mind.dont get drunk cause there will b a downfall, jus have a great time with them.

Talk to them about their feelings, and try to relate to them, that way they will feel more comfortable. Joke always works well too. :)

take them out for some fun. clear their mind. make them forget about what's making them sad. make them something to eat. buy them ice cream. talk to them and listen to them
