Geeze, had to look that up. From the outside - I think. Exogenous. Fear might be innate, that which keeps us pious, Idk. Man wants to be exalted, not bow down to the Exalted One. Man has to be trained in piety, to a man-like god.

I would not consider piety innate. It is a learned character trait.
