I am in my late 20's and will like to know is it to late to learn to sing. singing has always been a life time dream but I have never been giving the change.

good heavens, no!
It's never to late to learn singing.
You will find you have a distimct advantage ( in the beginning stages) over the people who start in their teens: you are that much more mature and centered that you will not have to go through the "agony" of finding out who you are, vocally, or all of those other usual teenage things ( I went through them as well, so it's no slight against teenagers, is it?)
You will have a better sense of focus and concentration, so the beginning phases should go very quickly.
Take the time and research your singing teacher carefully.
You'll want to look for a decent price tag ( depends on the area you live in), as well as a certain mental flexibility ( if they insist on their way only, and allow no room for questions or experimentation, they will not serve you well)
Be wary of over the moon promises ( 5 octaves in 5 weeks).
There are still too many quacks around! A good sign is if someone advertises that they belong to NATS ( a national group of singing teachers) that requires a minimum proficiency and repsonsibility level.. Someone who has not only vocal expereince but also a pedagogical degree will be someone of respectability.
If you beong to a community chorus or church choir, perhaps you can get recommendations from other singers there. If your local college or university has a good music department, you can ask there as well.

Singing is something that everybody can learn and improve. Of course, some are more naturally skilled than others, but even a poor voice can be overcome by dedication, practice, and more practice. im shore your do good you cant be as bad as the ones who have a record deal so go and learn to sing im still waiting for some one to come up with something new to sing about

I don't think you are too old to learn. Start with some voice lessons --a good teacher will tell you if you actually have the potential to become a singer.
