Some kids don't need that much sleep. How is she when she wakes up? If you want her to go to bed earlier, you may want to check into active afterschool/weekend activities such as gymnastics, dancing, karate, soccor etc. Then be sure to wind off the evening with some quiet time, warm bath, lower the lights, maybe some reading? Is the tv and lights out? After 8:30pm at our house, it's lights out. There is nothing to do but go to sleep. Perhaps you need a new routine at night. Reading puts my young son to sleep but not my other three. Do you guys do the same thing every night? Having a very predictable routine helps. If all else fails, you can set up a consequence like "if you are not asleep by 9pm, then you will lose your tv privelges the next day" or whatever you think is appropriate and feel comfortable following through on. 11pm is too late - if for nothing else, for your sanity!

Try letting her stay up til 9pm. My son is 5. He is pretty active, so I dont even bother putting him to bed until 9. This is what works for us! At 8:30 I turn off lights in the living room with just the TV and fireplace, give him a some popcorn and a blanket to snuggle with, and warn him that he has 30 min. till bedtime. Once I bring him to bed, I read him a book. Then lay with him for about 5 min. Sometimes I sing songs (tired songs like Amazing grace, silent night, or any slow song) with the lights out. Or sometimes we just talk about our day. I tell him to close his eyes and think of all his favorite things, and to relax his body from head to toe. This routine puts a active, "non-tired" boy to sleep in 10 min. flat! hope it works for you. good luck.

Are you letting her fall asleep with the TV on? at 8?
My grandchildren don't go to bed until 9:00, otherwise they will wiggle and play till 11:00.

give her a bath before bed
read her a long story or two short ones kiss her goodnight
if u see that she is still awake around 11 then the next morning wake her up earlier than usual thenthat night she will be tired and go to sleep sooner.
or maybe she has insomnia see the doctor if my trick doesnt work

Ok since daughters look up to their fathers, you need to set the example, let her stay up to 9, then turn all the lights out, then read her a bedtime story, then you go to bed in your own room. If she sees this she may follow suit. It also could be she has insomnia or something on her mind, ask her if she's having any problems. If she has insomnia take her to her pedietrician.

You can extend her bedtime by an hour and see if that works. Let her know you are going to try it for a couple weeks... You can also let her teacher know what you're doing. Ask her to tell you if she is sleepy and tired during school hours?
I had two kids and one needed a lot of sleep, while the other required a little less.

Don't give her an afternoon nap. Give her the same bedtime and wakeup time every day, even on the weekends. She may just be one of those kids that doesn't need that much sleep at night.
Also, limit the sugar throughout the day.

is she on any medications? i couldn't figure out why it took my 8-year-old so long to fall asleep every night until i read the information that came with her asthma medication ... one side effect is difficulty sleeping.
beyond that, i agree: no caffeine, no tv right before bed (can cause insomnia), sleep-inducing bedtime routine (bath, stories), lots of exercise during the day, lights out/toys closed, then if she's still awake lying in her bed try putting bedtime one hour later.

If she drinks soda, stop giving her soda, cut out sugary cereals, candies, cookies during the day. Turn off the television a half hour before bedtime, if she has a television in her room pull it out. Put her to bed an hour later.
