I'm told that a good free editor is Virtual Edit from www.virtualedit.net although I can't say for sure as I've never used it, my platform being totally professional. It seems to be free for non profit use so has to be worth a go, if only to get away from the desperate MovieMaker.
I hope it's of help.
Best of Luck

Movie Maker can do the job, but it has limited effects.

You can also mix JPG still images and video using Movie Maker. It also has its own titling software that will allow you to make titles, credits and overlays.

maximum "loose" video editors are very crappy. Video modifying is a complicated technique so very few loose classes exist. Even supposedly "loose" classes like iMovie and WMM are not loose on account which you nevertheless would desire to purchase the OS.
