I've always been told that once you defrost meat that has been frozen, that you can freeze it again (unless it's cooked). Half the time at the grocery store, the stuff in the refrigerated section is still partially frozen. So this would mean the meat was frozen, then thawed and then when I buy it, I freeze it again....so, it should be ok then...anybody ever heard of this?

You should never refreeze raw meat that has been frozen already. If your grocery store is selling 'fresh' meat that has already been frozen then a) they MUST tell you via a sign and b) I would change my grocery store of better still find a local butcher (if such a thing still exists in the US!)

You can cook it and refreeze it.

by the time raw meat is thawed bacteria would have already started to grow on it. if you thaw a meat, then figure you dont need it right then, you need to cook it then re-freeze it again. or else there will be bacteria in the meat even if you cook it and when you eat it you will become really sick.

I think you have it backwards:
Meat should not be re-frozen if 'completely' thawed;-{
without thoroughly cooking it to kill the bacteria.
The critical temperatures are 40F & 160F to kill bacteria.
So partially frozen is still 'safe' room temperature is not.

Froze chicken, defrosted it totally, refroze, then rethawed and cooked....= sicker than a dog. I don't think you can rethaw and cook already frozen meat unless it isn't totally dethawed.

Most of what you have suggested is only chilled and hasn't been frozen, so it is safe to freeze.
