Do they mean Roman Catholics, or Europeans or what?

Most likely I would say Roman Catholics. Or if they are from Protestant branch of Christianity they are refering to the book of Romans.

If by this question you mean, for example:

"The Archbishop of Canterbury is courting Rome" then that means the Roman Catholic Church.

Sometimes it does mean the book of Romans in Holy Writ.

Even deeper than that, some people use "Romans" to indicate that someone resembles Roman Catholics and thus they are superstitious, or involved in a cult, or something like that. This is because a lot of fundamentalists have serious problems with Roman Catholics and the things they do and believe.

Problem is, if it wasn't for the Roman Catholic Church, no other Christian sect would even exist.

It depends on the context. The Roman empire ruled when Jesus was on Earth, it could be the city of Rome, or there is a book in the Bible named Romans.

It depends on the context:
When the gospels refer to Romans, it means the occupiers.
Paul refers to Romans, meaning Christians in Rome.
Modern day reference could mean the Vatican;
or they may refer to Roman Catholics in general.
