I want to work and live in Canada. Please help me what to do.I mean, what agency should I go first?

First you should check with the nearest Canadian consulate for Canada's immigration rules and regulations.

read the canadian immigration website
www.cic.gc.ca

decide what category you wish to apply in, print off the forms, fill them out, collect the documents, do your medical exams and send everything to the address given.

then wait a few years for a decision.

Canada does NOT have a green card. Once you are a permanent resident, you can stay a PR for as long as you like as long as you stay in Canada and work, pay taxes etc.

You do need a PR card. but ONLY if you choose to travel outside of Canada, and its proof that you have the right to enter Canada again.
