Just because you're watching HD, doesn't mean the broadcaster is broadcasting in HD all the time. For example ESPN HD doesn't always have an HD feed available. That's when you get the bars. Just change the channel and find an HD broadcast...

I don't think anything is wrong with your TV. Sometimes the black bars will show, sometimes they won't. It depends if the part of the broadcast is 16:9. For example when I watch HBO's Inside the NFL, only the highlights are 16:9. The parts where the hosts are talking have the black bars on them.

Does your TV have a picture size control?
Mine is a Toshiba and it can display a 4:3 picture as 16:9 (proportiional magnification) and a 16:9 picture as a 4:3 picture (i don't know why anyone would want to do this!)

Many statios fake a 4:3 signal as an HD signal, by adding black bars. So the bars are part of the signal and there is nothing wrong with your TV.
