Yes. In PA, you only need to have a car insurance policy if you own a car. And, you need to list all your household members. SO, if the question really is, does my mom/dad have to add me to their insurance if I get a license, the answer is YES.

You only need car insurance if you have a car! You do not need to have insurance to have a driver's license! A driver's license allows you to drive. Insurance is needed to register or operate a vehicle.

There are many cases where you might not own a car, and therefore do not have insurance yourself, and you still could drive. For example, if you have a job that provides you with a vehicle that you can take home (car sales, plumbing, heating, AC, Electrician, certain police departments, and other businesses may provide company cars) you might not see the need to have your own vehicle.

If you drive a commercial truck, but live close to work or in an area with good public transportation, you again may not choose to have a personal vehicle. You still can have a license without paying for insurance In all these cases, you would be covered under the insurance of the employer when driving their vehicles!

You may also live and work in an area where a car is not needed, and if you do need a car on rare occasions, you can rent one. You are still licensed, but you only would be buying the insurance from the rental car company when needed!

Why would you have car insurance if you don't have a vehicle? The insurance is for a vehicle not a person.
