well, she's having an alergic reaction to something it sounds like...maybe she got into something outside. unfortunately, over the internet, there isnt a whole lot that anyone can do for her. she needs to see a vet. You may pick up an e-collar for her on the way there to keep her from scratching (they should be available at pet shops), but tying her down is cruel, and wont help her.
Even if the benadryl helps her, you still need to find out what is causing her to have that sort of reaction to prevent it in the future. (and be careful giving her human meds. sometimes, they react differently for dogs, and can be very dangerous to give them; some of them can even kill your pet).

Probably an allergy to something... an insect bite or plant or food.... u need to take her to the vets asap.... Shar Pei in particular have some difficulty breathing normally and this is going to be further hampered by the swelling.... you don't want her to asphyxiate.

Call a vet. The breed has SOOOO many health issues, you never can tell.
At least call the on-call vet and see what they say. Today, I doubt they want to come in if they do not have to, so if they don't think it is serious, they will tell you so!

First, never use a crate as punishment. Just because it is "chilly", the dogs deserve to go outside. It is their right. It seems that you are making them "go" on pads for your own convenience. Are you saying that because it is chilly, they are not being allowed outside at all? She is not a bad dog. I would save that word for the owners.
