Depends on the judge, but he is guilty of driving without a license. In some places, it may mean his permit is trash, and he will be riding the bus until his 18th birthday. Probably a good thing, since he isn't bright enough to get a valid license before driving.

It depends on a variety of factors. Did he have a licensed driver of the correct age to supervise him in the front seat? Why was he pulled over? If he was being properly supervised, there's a good chance nothing would happen except they would talk to him. But without more information I can't answer your question.

In MOST States it is a suspension. In others it may be a fine.

He may get locked up. There is a price, to pay for doing something stupid, as that.
