Pope Benedict XVI is following the Great Commission of the Apostles on Pentecost of 2000 years ago.
Honestly, Jesus has changed humanity GREATLY since then.

He is asking for us to look at the way we live... which is part of his job.
Just because the world "doesn't want" to change, doesn't mean that it shouldn't. We sure have screwed up a lot of things as a human race... and we need to address that.
