Okay, for those who say the eyes who don't need to be cleaned-- Yeah they do. Shih tzu's have teary eyes, and if they aren't clean they get infected, and can even get cateracts.
I've had a shih tzu for twelve years now, and what i've always done is take a soft material (Most often a dish towel 'cos I can't find anything else) and a wet paper towel. I put her in my lap, between my legs and keep her secure, VERY gently rub away what I can, then use the wet paper towel to squeeze just a little bit of water over her eyes(Not nessicarily in them) and wipe them again. She sneezes and shakes her head and pouts, but i've never had a problem. :)
But for something more medical, always consult a vet!

I assume your talking about the tearing and staining that accumulate below his eyes--very common with pushed in face dogs! You can use plain saline solution, like they make for contact lens users, to rinse the fur off below his eye. Use a wash cloth to gently clean off any discharge. Have the groomer keep the hair really short below his eyes. The drier and cleaner you keep this area, the less chance of irritation and smell from bacterial developing.

Dogs don't like Murine or Visine, as it stings a little. Just a little eye irrigating solution and an unscented tissue. Also, you might want to trim the hair out of the shih tzu's eyes.

Unless your dog has eye problems, you shouldn't need to clean its eyes regularly. But if it does have an infection, go to a local vet and they will prescribe what is best. Do NOT try to use any sort of human eye drops or such. They were made for humans and may harm your dog.

a little bit of eye gunk in most dogs is normal you can just use some toilet paper or soft tissue to carefully clean it away if there seems to be a over abundance and is causing you concern just check with your vet but it should not be a big problem

There is a product called Show Eyes sold by Drs. Foster and Smith on-line. No I do not work for them. You can buy the same type of product from your local pet store.
Ask for it by the name Show Eyes and I am sure it will pop up from searching their site.

Gently clean around her eyes with a cotton ball and warm water.
My dog has one eye that tears and gets junky and I do this every evening. Happy Holidays.

CLEAN THE EYES? Imagine someone cleaning youkr eyes,
IT HURTS! Dont clean the eyes thats just plain cruel!
