You are trying to apply modern social norms to a different time, and culture.
Ever hear about apprenticeships?
Up until less than 150 years ago, it was very common for parents to sell their children into virtual slavery in order for them to learn a trade. At anytime from the age of 8 on up, a kid could be signed as an apprentice. The master generally gave a small amount of cash to the parents, and promised a small wage to the child, generally payable on the 18th or 21st birthday. Until that time, the child worked in the shop of the master and learned his trade.
Perhaps the Little Drummer Boy was apprenticed to a musician.
Perhaps he was an orphan.
He definitely did not exist in the form popularized by the movie. It was an invention dating back to the 1950's.

Who knows how far his house was, his family probably was staying at an inn to be counted like most of the other people in Bethlehem at that town. Even if he did travel a long way, they didn't have any laws about that or anything, and they didn't really consider that child abuse back then.

Child abuse is a new concept, which is suppose to protect children from harm. Instead people take it to mean you are not disciplin your children.
Instead, "talk to them, give them time out" crap.
Then they have rotten kids who think they rule the parents!
