No, Paul's hallucination didn't give him any authority over anybody. He just took it, and people were weak and gullible enough to let him.

Paul never exalted himself above the other apostles even though he was caught up into the third heaven and witnessed things that could not be spoken of. Whether in the body or out of the body he wasn't sure but God had to buffet him with a thorn in his side ,that is a messenger from Satan , to take care of that fleshly pride which we all have.
The Lord had a special calling for Paul but no more than for any of the other apostles. Just different.
Paul was the apostle to the gentiles out of season and had not personally seen Jesus, had not been ordained by Jesus, had not been empowered by Jesus and had not worked any miracles as the other apostles.
The vision and actions he encountered was necessary in order for him to be an apostle.
I thank God for Paul as I am a gentile and so thankful for God using him as the apostle to the gentiles.
Can you just imagine not having Romans, 1st and 2nd Corinthians, Galatians, Ephesians, Philippians, Colossians,
1st ans 2nd Thessalonians, 1st and 2nd Timothy, Titus, Philemon, and I also believe Hebrews to inspire us today.
However, inspite of all these things he had no more authority than any other apostle. Just different.

No, his Apostalic authority came from Christ just like Peter's did.
2 Peter 3:15 And count the patience of our Lord as salvation, just as our beloved brother Paul also wrote to you according to the wisdom given him, 16 as he does in all his letters when he speaks in them of these matters. There are some things in them that are hard to understand, which the ignorant and unstable twist to their own destruction, as they do the other Scriptures.
Notice Peter gives Paul's writings the same weight as the "other" Scriptures. So Paul's writings like the other writings found in the Bible have the Holy Spirit as their ultimate author.
2 Peter 1:20 knowing this first of all, that no prophecy of Scripture comes from someone's own interpretation. 21 For no prophecy was ever produced by the will of man, but men spoke from God as they were carried along by the Holy Spirit.
