They don't have to have a sign out - you can just walk in and ask if they are accepting applications.
You could apply for a summer job now if they are accepting applications, but would be more common to apply around Easter time.
If you apply, you don't just start work. If they have an opening and like your application, they will interview you, and then might hire you and give you a start date.

If they have "Now hiring" that means they are really hiring, otherwise companies always take applications ( but not necessarily hiring at that particular moment ).
So if you need job right now, then you pay attenton to "Now hiring" signs, walk in and ask for application ( you need to ask what positions they are hiring for ) Then either come back or fill in application yourself right there on the spot ( as much as you can ) and right down your availability ( very important ) so they know how available would you be for this job.
Make sure you list valid phone number and email so if they can't reach you on your phone they can e-mail you.
You can also apply online, or depending on job title you could contact recruiters directly and let them refer you for an interview. All this you can find online, if you research their companies.
For the summer jobs in 2008, you better wait for Spring 2008 and maybe at the end apply only to those companies who are 'hiring now'. I used to fill out bunch of applications and they were not hiring at that moment ( just wasted my time ). One day I saw the sign of the company 'hiring now' and I walked in and asked for Hiring Manager.
I told him, hey I just applied for this job maybe 1 month ago and you have never called me in, yet you are still hiring!!! He took me immediatelly for an interview ( I am more experienced don't do this it's risky but I got really p.... off , you could say it in some other way ) and I had bunch of other offers so I can be more arrogant. :)
Then I had 2nd interview, the Manager ( another one ) was so dumb, very irritant, and he was bothered with the fact that I had Portfolio with all my achievements. Then I stopped and told him, hey.... why am I even interviewing for this position, I am way more qualified and could do management job. Then I stood up and told him, please forward my resume to District Manager and I left.
Of course he forwarded my resume but since people like him work for the company - I haven't got a chance, but I presereved my self-worth and did not let a jerk to exploat me and disvalue my education and experience ( I had probably more than he did ) Don't be desperate.
Anyways, some managers will be nice to you, please don't go below of what you are worth, look for people who will want you and who will be happy to hire you. You also need to be strong and handle rejections well, some people will reject you for stupid reasons, try always to get somehow to Hiring Manager at the spot ( after you give application, may I speak with Hiring MANAGER pls, then ask him for an interview ( May I schedule an interview at your covenience I am really interested in working for your company )
Or if he is not available, call him up after you give application earlier like before 9 am ( when he is in before anyone else) or call when he is in, and keep more than 1 option ( never rely on one company ).
In regards of calls, if they don't call you in 7 days, go ahead and call or email and ask " I was wondering what is the status of my interview for the position so and so.... "
If they reject you ask 'May I know what was the major obstacle that prevented you to hire me? " Find out what is it.
Chose the best and don't be afraid!

When I owned a retail business people often walked in looking for a job. They usually said something like "Are you hiring?"
If you ask often enough you will find work. Some will want you now... others may have a need in the future.
Remember this! You will not G-E-T unless you A-S-K.

can always just ask for an application but if your not wanting to work there till summer , i'd say no rush rate now.
make sure you also have a good resume ready for when you apply as well .
