Your employer would have to ask for the papers (work permit) before you leave your own country.

Well that depends... how legitimate is the job offer and the company making the offer? The other problem is are you in this country legally in the first place? It is not likely that a legitimate company will offer you a good job and go to the expense of taking care of the proper paper work, if you are in this country illegally. In fact some companies will take advantage of your position by offering you a job at substantially reduced wages, thus doing harm to you *AND* an American citizen that might otherwise have gotten that job.

Before leaving for USA ensure that you have got Visa,job contract from the Employer and Work Permit.

you usually need to have a special or an unusual skill that is hard to find in America. Otherwise, if you just have a common skill (admin degree, IT degree, engineering degree) that any american has - then the employer is required to hire the american first.

also most employers will not hire someone they have not seen face to face (if you are still in your home country) unless you have an unusual skill that they NEED and cannot find by a local american.

how are you getting into America....and if the employer will help you get your papers depends on what job you are seeking but for normal jobs you must get a visa to get in unless you come in illegally.

It is best if you go to the USA with a valid working visa already rather than upgrade your tourist visa to working, which in this day and age is almost never granted.
