If you paint first you won't need dropcloths.Paint spatter goes down so start with the ceiling, then the walls. It won't hurt anything to lay tile first but you will have to be more careful when painting.

always do any wet work prior to flooring(texture,paint) and always pre-paint your base board before installing and touch it up after it is installed.
