does ps3 need ps2 mem card to save ps2 games

No, PS3 creates a virtual memory card on it's HDD, there is no need fo a memory card. Besides, there are no ports for it.

no you need to make a internal memory card for ps2 on ps3 by going to memory card utility

You have to buy a seperate adapter thingy to transfer the memory from your ps1 and ps2 memory cards to your ps3.
