Is it legal to make copies of out of date passports? I could really use some help...thanks

I suspect it may be unlawful to do that. But I'm sure that you can find out definitely by consulting whatever website Immigration and Customs Enforcement maintains for the general public.
But, even if it isn't unlawful to photocopy a passport, it can't be used for any legitimate purpose. It's why passports are numbered and issued on very specially prepared bond paper.
