A newborn puppy should be latched on within 12 hours of birth to receive the antibodies provided by it's mother. If after 12 hours she still has refused then you are going to have to take up the task of feeding the pup.

If you don't want to make your own formula, pet stores and vet's usually have puppy formula you can buy. Remember that with animals like this after you have fed them, you are going to have to stimulate them to go to the bathroom. The mother would usually like them, you'll have to rub along the groin area until they go to the bathroom.

how old is the dam, and how long ago has she been done whleping them? they usualy are still trying to push some out or if they are too young they dont know that they should feed. contact a vet maybe shes' in some sort of birthing trouble.

The mom should let the pup latch to the nipples. If she doesn't she is probably still working on birthing another or is in pain or hurt. You can calm Mommy & watch her. Let her know she is ok. Then try to let the pup feed.
