Yes, all animals have sexual urges. Cockatiels are no different than people (even people on Yahoo!). If they have no sexual partner and get the urge, they masturbate.
Masturbation is normal, however, birds (and other animals) should be discouraged from doing "it" to people.
To all of those "lol" and "teehee" answerers: You do it too - it's normal.

I have 2 male parrots and 1 female (all adults). One of the males does this. He can become aggressive and unpredictable, doing weird behaviors like yelling at the sun when I open his window blind in the mornings.
Avian vet suggested increasing the amount of darkness, but he was already getting 14 hours.
I stopped letting him on my should and as soon as he would try to do it to me, I put him down. He also growled, hissed, and bit me. I tried everything I knew, and then the vet suggested a shot of depo provera. This helped immensely for about 6 weeks...to get him through the "hormonal" period.
He cycles 2X a year, so now I know what to expect. I tied some old socks and fuzzy material to the top of his cage and tell him to "Go see your girlfriend." He does that, and now he's not so aggressive when he's out with me and the other birds.

Perfectly normal behavior for an adult bird. They get hormonal and they do what comes naturally. They may become aggressive as well because it's instinctual to protect their nest. And females may lay infertile eggs. With the boys I usually ignore it unless they become too aggressive but you want to discourage this with the girls because you don't want them laying infertile eggs. Usually boy birds will rub their vent down while girl birds tend to back up into a corner with their tail in the air.
To discourage hormonal behavior, remove the mirror and any other objects of his/her affection, increase hours of darkness to 10-14 hours per night and move toys and perches around in the cage and move the cage too if possible to make it feel "unsafe" to nest. If your bird is female and starts to lay, leave the eggs in the cage until she ignores them for a few days and start discouraging hormonal behavior so she doesn't do it again. Don't remove the eggs as she would probably lay more to replace the ones "stolen" by a predator.

Hi yes, none of my birds have done that, but I have quite a few friends with birds like that.
One person I know has a rainbow lorikeet that starts uh... mating.. every time he gets excited! Usually with her hand or with the object he's excited about, lol.
Do not let it get out of hand though... sometimes it can lead to aggression.

Yes most birds masturbate because at sometime the hit their sexual peak. Birds will also masturbate and sometimes even regurgitate to show affection to their human owners. I have a small parrot and he does this too.

I don't know if it's masturbating or not but cocktails seem to do this more than any other bird I've seen.
