Nieder means lower. But remember that there has to be something to compare with. In English, we speak of the Low Countries (aka the Netherlands). In German, they say that Amsterdam is in "Niederlands" or "the low(er) countries" because it's lower in elevation than the countries around it- Benelux, Germany, usw.
