You've got it wrong way round. They discover the mine first and begin to remove the ore, then they build the mill to process it, unless there is another mill already in production that is close enough to make it economically feasible to transport the raw ore to the mill site.

both are normally found near a stream or river, when you find them together the mine is usally there first

windmills are not necessarily by rivers.
