Hi all. So I've posed a little challenge to myself: I'm trying to identify a children's program that I used to watch when I was a kid (I'm 31 now). Here's what little I remember:

-I think it was on PBS
-It always ended with with some character watching TV, then the TV station (within the show) would sign off with The Star Spangled Banner and footage of a flag waving, then go to static
-The show once featured a vignette where a kid was in his room at night with the lights turned off, watching as headlights from cars passing outside made shadows across the walls, and all of a sudden a glowing red skeleton comes at him out out of a corner

Is this ringing any bells at all? I really appreciate any help you can give me.

Hmmm...from the show closing you describe, you're talking about a classroom TV series called "The Write Channel" (and the stop-motion animated cricket TV reporter R.D. Bugg was seen asleep in his chair with the television set on).

Some PBS stations still air this as part of their ITV (instructional television) schedules.

That was a kid's show?? Sounds kinda creepy for PBS. I'm right about your age, and watched alot of kids shows growing up, but this rings no bells at all. Sorry :(
