I would try and reinstalling the program and it should add back the file that is missing so that you can uninstall at that point or you can go to www.majorgeeks.com and look for some free uninstallers. I had to use a free trial of some program to uninstall a program that was being stubborn. Also a good place to go is www.freewaregenius.com and there is probably a solution there as far as a free uninstaller.

Hassle-Free PC: Fix Stubborn Windows Install Errors

Description of the Windows Installer CleanUp Utility
http://support.microsoft.com/kb/290301
Scroll halfway down the page to download.
Warning The Windows Installer CleanUp Utility is provided "as is" to help resolve installation problems for programs that use Microsoft Windows Installer. If you use this utility, you may have to reinstall other programs. Caution is advised.
Microsoft has updated the Windows Installer CleanUp Utility. With the Windows Installer CleanUp Utility, you can remove a program's Windows Installer configuration information. You may want to remove the Windows Installer configuration information for your program if you experience installation (Setup) problems. For example, you may have to remove a program's Windows Installer configuration information if you have installation problems when you try to add (or remove) a component of your program that was not included when you first installed your program.
The Windows Installer CleanUp Utility does not perform the following functions:
• Remove Windows Installer
• Remove files of any programs that are installed by Windows Installer, such as Microsoft Office 2003
The Windows Installer CleanUp Utility does perform the following functions:
• Provides a dialog box in which you can select one or more programs that were installed by Windows Installer
To do this, select the programs that you want in the Installed Products list in the Windows Installer CleanUp dialog box. After you make this selection, the utility removes only the Windows Installer configuration information that is related to those programs.
• Removes the files and registry settings that make up the Windows Installer configuration information for programs that you select
If you use this utility to remove the Windows Installer configuration information for your program and you plan to reinstall the program, you should reinstall the program in the same folder where you originally installed it. This prevents duplication of files on your hard disk or disks.

Remove Apps That Don't Uninstall Themselves

I can't guarantee that these instructions will wipe out every trace of every program you want to remove from your PC--I'm cautious and delete only the files I'm sure aren't necessary--but in most cases they'll get almost all of them.

then what makes you think its still there ?? i assume winxp sp2, iex7. ??? to delete a program, go control, add/ remove like you did. some programs won't delete if you dont have admin privleges. then go to the all programs and check for it there.then go to desktop, delete any shortcuts, now, recycle bin and flush.,, then boot the thing, if it's still there, it embedded itself in your c/dr, then it gets rough, write back after you do the above, what program, ???

if you bring up the task manager(alt-ctrl-delete), and go to processes and look for the file that you want to delete and right click on the program and delete it.
