The bathroom is more appropriate which is where priming one self should take place. But there are times to pull out a mirror just to check yourself.

In general it is frowned upon to brush your hair any where people might be eating. The idea is your hair might fly off into their food and hair is not considered to be very clean. So, rude is not quite the word but maybe inconsiderate is more like it.

I don't consider this rude when other people do it in my presence, and I really don't care if someone finds it rude if I do it - I would hope one had better things to worry about then my grooming habits, and if they got upset over it then they need some work.
That being said, I don't brush my hair into people's food or anything like that.

It's not polite and considered unsanitary to brush your hair where it can fly and land on someone else or food. Never in a kitchen or dining room. Save it for the restroom.

Re-applying lipstick, at the table, after dinner, is the only publicly acceptable form of grooming.
All others should be done in the ladies lounge.

To me that is a beauty scene, i imagine it as wind blowing against her silky hair and shes imaginable. But if that women come to have whites falling from her hair onto me, I'll be pretty confused lol, wouldn't you?

It depends on how public the place is. If it is your office, fine. If it is in a restaurant, no. Open space - yes; confined space - no.
