Depends if you are living in an apartment or in a home? I used to live in an apartment in Houston (West University) and found that by introducing your landlord into the mix tends to resolve the situation a lot quicker than the local Harris county sheriff's office.

However, the best means to stop a rowdy neighbor is to confront the neighbor when he is alone rather than with friends. If he/she is with their friends at 1:00 in the morning, knowing that most houstonians are heavily armed and do not want to "lose face", tends to increase rather than decrease the amplification of noise. Given this circumstance you may want to approach your neighbor and ask if he/she can come to some arrangement where both of you can live in peace.

Yet, if you have a neighbor who is 6 foot 6 with a "born to lose" ta-too on his chest and is a chronic alcoholic then this would be bad advise.

The last thing you can do is file a "writ" with you local justice of the peace and file it as a public nuisance case.

the law is disorderly conduct and it has to be greater then 85 decibels. most officers don't ran around on their shift carrying a decibel meter. so if it doesn't appear to be too obnoxiously loud then they would most likely have a polite talk with the neighbors. if it is very loud then they could write a ticket. if they do nothing like you say (because the music is not loud)and you keep calling then they will eventually tell you to quit calling. when all else fails get an air horn and bast it on the side walk of your neighbor's house. not legal but hey it would be fun.

I don't have noisy neighbours as such,unless you include the stream of men that appear now and then,(they're 2 gay men,by the way),and the other neighbour works most of the time,he's a really nice guy,very helpfull,the gay guys never talk to me,and I think that's totally out of order,and very unfriendly of them,I mean I like women as well as men,but I don't ignore someone of the opposite sex just because I'm not sexually attracted to them!,I can't wait to fookin move away from them actually,they can go to hell,and Im gonna find me neighbours that talk to me,and not leave me to rot on my own,knowing Im alone 24/7!,(ignorant b*stards,they are,grrrrr!).

do not know Texas that well but a type a city is covered by a municipal code of 217.001 general law-nuisances/disorderly conduct

You need to go the civil route. Hire a lawyer and sue them for money.
